　マンチェスター学派のスタイルに沿った、楽観的で国内自由放任主義を主張したアメリカの経済学者ヘンリー・Ｃ・ケーリーは、それでも外国との貿易に関する限り教条的な保護主義者だった。彼の考え方は、粗野で一貫性がなかったために大いにバカにされたが、むしろカンティリョンや重農主義者たちの価値の土地理論に近いものと言えるかもしれない。
